تبیین مفهوم کارآفرینی حل مسئله به عنوان دلالت راهبردی عقلانیت اسلامی برای تدبیر مسائل عمومی در نظام حکمرانی

چکیده

چکیده گسترده
مقدمه و اهداف: بوروکراسی به معنای عام خود، فنّاوری‎ نرم و قدمت‎داری است که نظام‎های حاکمیتی به منظور اداره امور عمومی جوامع تحت اقتدار خود استفاده کرده‎اند. ماکس وبر با ارتقای نظری بوروکراسی و تبدیل این فنّاوری به یک نوع عقلانیت، آن را مناسب‎ترین نوع عقلانیت (در برابر انواع دیگر) برای اداره یک جامعه مدرن معرفی و تئوریزه‎ کرد. وی ضمن آنکه اصول و شروطی را برای استقرار مطلوب این فنّاوری در نظام اداره امور عمومی مطرح کرد، به محدودیت‎های ذاتی آن نیز اذعان نمود. مسئله آن است که بوروکراسی به دلیل رویکردی ثابت‎انگار، سطحی و جزءنگرانه‎ای که‎ به انسان و محیط دارد، شاید بتواند «اداره امور عمومی» را نوعی نظم بخشد تا اداره جامعه دچار اختلال نگردد، اما به دلیل ویژگی‎های ذاتی که در عقلانیت خود دارد، توان و تمایل «تدبیر مسائل جامعه» را ندارد که دارای ماهیتی پیچیده، پویا و متنوع هستند. این مسئله با ضمیمه سوءکارکردهایی که بوروکراسی به دلیل استقرار ناقص در جوامع در حال توسعه پیدا می‎‎کند شدتی دوچندان نیز می‎یابد. 
نگارندگان در پژوهشی مستقل، نخست چالش‎های نظام بوروکراسی و عقلانیت بوروکراتیک را براساس چارچوب عقلانیت اسلامی مطرح کرده، و درنتیجه دو راهبرد (میان‎مدت و بلندمدت) را برای برون‎رفت از این چالش‎ها و حرکت به سمت نظام مبتنی بر عقلانیت اسلامی ارائه کردند. سپس راهکار بلندمدت را که تغییر ماهوی نظام حکمرانی مبتنی بر شایسته‎سالاری است در مقاله مستقل دیگری تبیین نمودند، اما راهکار میان‎مدت که با فرض وضع موجود نظام اداره عمومی و ناظر بر بوروکراسی فعلی در ایران پیشنهاد شده است در این مقاله تبیین می‎شود.
تاکنون صاحب‎نظرانی که دغدغه ناکارآمدی بوروکراسی در تدبیر مسائل جامعه را داشته‎اند، مفاهیم و الگوهایی را از ادبیات کارآفرینی برگرفته‎اند؛ همچون کارآفرینی اجتماعی، کارآفرینی سیاسی، کارآفرینی خط‎مشی و ... . این مفاهیم تاحدودی توانسته‎اند به تدبیر کارآمدتر و مؤثرتر مسائل جامعه کمک کنند، ولی اولاً در بخش‎های خاصی از جامعه کاربست یافته‎‎اند (مثلاً اصل مفهوم کارآفرینی در بخش ‎خصوصی، مفهوم کارآفرینی اجتماعی در بخش مردمی و کارآفرینی سیاسی و کارآفرینی خط‎مشی در بخش حاکمیتی) و ثانیاً آن‎ مفاهیم نیز همچون بوروکراسی مسبوق به ارزش‎هایی هستند که با فرهنگ اسلامی ـ بومی جامعه ایران تطابق ندارند. نوآوری این مقاله، امتداد و دلالت‎یابی چارچوب عقلانیت اسلامی در تدبیر مسائل عمومی در نظام حکمرانی جمهوری اسلامی ایران در قالب مفهوم «کارآفرینی حل مسئله» است.
این پژوهش نوعی نظریه‎پردازی است و در آن تلاش می‎شود تا از دیدگاه عقلانیت اسلامی به عرصه اشتراکی دو مفهوم کارآفرینی و حکمرانی نگریسته و مدلی برای حل مسائل عمومی پیشنهاد شود. راهبرد این پژوهش دلالت‎پژوهی است که در آن، چارچوب عقلانیت اسلامی به عنوان دانش مبدأ و کارآفرینی و چرخه‎ حل مسائل عمومی در عرصه حکمرانی به عنوان مقصد و محل کاربست دلالت‎پژوهی در نظر گرفته شده‎اند. در این مسیر ضمن آنکه پیش‎فرض‎های مفاهیم کارآفرینی مرسوم براساس چارچوب عقلانیت اسلامی نقد شده، مفهوم «کارآفرینی حل مسئله» صورت‎بندی شده است؛ سپس ابعاد مختلف آن براساس چارچوب عقلانیت اسلامی بیان شده و درنهایت کاربست آن مفهوم در چرخه حل مسئله در نظام حکمرانی توضیح داده شده است.
مفهوم کارآفرینی حل مسئله به معنای تلاشی عاقلانه (فردی، گروهی یا سازمانی) برای ایجاد یا کشف فرصت و زمینه به منظور ترکیب اثربخش نقش‎آفرینان حکمرانی جهت حل مسائل عمومی تعریف می‎شود. براساس چارچوب عقلانیت اسلامی، تحقق کارآفرینی حل مسئله هم نیازمند زمینه‎های مساعد بوده، و هم متناسب با سه ساحت وجودی انسان (اندیشه‎ها، انگیزه‎ها و رفتارها) است. بر این اساس وجود بهره‎های هوشی، محیط تربیتی مناسب، سنین جوانی و قدرت آگاهی و اراده، زمینه‎های شکل‎گیری کارآفرینی حل مسئله هستند. در ساحت اندیشه تشخیص فرصت‎ها عنصر محوری و تحقق معارف توحیدی در جامعه، غایت کارآفرینی حل مسئله است؛ در ساحت صفات و امیال، اعتدال انگیزه‎ها عنصر محوری و تحقق مکارم اخلاقی در جامعه غایت کارآفرینی حل مسئله است؛ در ساحت افعال نیز کارآیی، صحت، دقت و بهنگامی عمل و به صورت کلی، عدالت به عنوان عنصر محوری و گسترش احسان و ایثار، غایت کارآفرینی حل مسئله در جامعه است.
این مقاله نشان می‎دهد کارآفرینی حل مسئله از یک‎سو ترکیبی از انواع کارآفرینی‎های مطرح شده (مبتنی بر عقلانیت اسلامی) در ساحت‎های مختلف حکمرانی (بخش خصوصی، نهادهای مردمی، حاکمیت) و قابل کاربست در مقاطع مختلف چرخه حل مسئله در نظام حکمرانی (از عارضه‎یابی و صورت‎بندی مسئله گرفته تا اجرا و ارزیابی حل مسئله) است که بالاقتضاء در هر ساحت از حکمرانی و هر مقطع از مقاطع چرخه حل مسئله براساس الگوریتم پیشنهادی ایفای نقش می‎کند و از سوی دیگر کارآفرینی حل مسئله در سطوح مختلف فردی، گروهی و سازمانی قابل انجام است و از این‎رو هریک از نقش‎آفرینان و کنشگران نظام حکمرانی می‎توانند به شرط فراهم آوردن لوازم و شرایط و همچنین داشتن یا به دست آوردن مهارت‎های مربوطه، یک کارآفرین حل مسئله باشند؛ به عبارت دیگر این پژوهش بیان می‎کند که عاقل (فرد، گروه یا سازمان) از دیدگاه اسلامی چگونه بدون آنکه مشروعیت نهادی یا منابع کافی برای حل مسائل عمومی داشته باشد به مصاف مسائل عمومی می‎رود.
درنهایت یادآور می‎شود توفیق در کارآفرینی حل مسئله، امری صفر و یکی نیست، بلکه سلسله‎مراتبی است و از این‎رو مراتب مختلفی در موفقیت کارآفرین حل مسئله متصور است؛ در حد اعلای توفیق می‎توان حل مسئله در جامعه را غایت مطلوب کارآفرینی حل مسئله در جامعه دانست، ولی این غایت تنها ملاک توفیق کارآفرینی حل مسئله نیست، بلکه در یک سطح پایین‎تر، شکل‎گیری و انتظام چرخه حکمرانی به معنای قرار گرفتن نقش‎آفرینان مؤثر بر حل مسئله در موضع نقش‎آفرینی خود، مرتبه‎ای از توفیق کارآفرینی حل مسئله به شمار می‎رود؛ در مرتبه‎ای پایین‎تر، حتی اگر تنها برخی از نقش‎آفرینان نیز در موضع نقش‎آفرینی خود قرار گیرند و آنچه را بایسته باشد، انجام دهند؛ توفیق کارآفرینی حل مسئله قلمداد خواهد شد. وگرنه با فرض اینکه همه یا برخی از نقش‎آفرینان مرتبط با حل مسئله، اشراف و آگاهی از بایستگی و نابایستگی‎های مربوط به ایفای نقش خود در راستای حل مسئله را پیدا کنند و در این زمینه نیز اقناع شوند، حداقلی از توفیق کارآفرینی حل مسئله به شمار خواهد رفت..

Introduction and Objectives: Bureaucracy, in its broad sense, is a longstanding form of soft technology through which systems of governance have administered the public affairs of the societies under their authority. By developing the theory of bureaucracy and recasting it as a form of rationality, Max Weber identified and theorized bureaucratic rationality as the most suitable form of rationality—relative to other forms—for governing a modern society. While articulating the principles and conditions required for the effective institutionalization of this technology within public administration, Weber also acknowledged its inherent limitations. The central issue is that, because of its static, superficial, and reductionist view of human beings and their environment, bureaucracy may impose a degree of order on the administration of public affairs and thereby prevent disruptions in governmental operations. Nevertheless, owing to the intrinsic features of its rationality, it lacks both the capacity and the disposition to prudently address societal problems, which are complex, dynamic, and diverse in nature. This deficiency is further intensified by the dysfunctions that bureaucracy develops as a result of its incomplete institutionalization in developing societies.
In an independent study, the authors first examined the challenges associated with the bureaucratic system and bureaucratic rationality through the framework of Islamic rationality. In the concluding section of that study, they proposed two strategies—one medium-term and the other long-term—for overcoming these challenges and moving toward a system founded on Islamic rationality. They subsequently elaborated on the long-term strategy, namely, the fundamental transformation of the governance system on the basis of meritocracy, in a separate article. The present article, however, explicates the medium-term strategy, which has been proposed with due regard to the existing conditions of public administration and the current bureaucratic system in Iran.
To date, scholars concerned with the inefficiency of bureaucracy in addressing societal problems have drawn on concepts and models from the entrepreneurship literature, including social entrepreneurship, political entrepreneurship, policy entrepreneurship, and related approaches. These concepts have, to some extent, contributed to more efficient and effective responses to societal problems. Nevertheless, they suffer from two limitations. First, they have been applied only within particular sectors of society: entrepreneurship primarily in the private sector, social entrepreneurship in the civic sector, and political and policy entrepreneurship in the governmental sector. Second, like bureaucracy itself, these concepts are rooted in value systems that do not fully correspond to Iran’s indigenous Islamic culture. The novelty of this article lies in extending the framework of Islamic rationality and deriving its implications for addressing public problems within the governance system of the Islamic Republic of Iran through the concept of problem-solving entrepreneurship.
This study is a theory-building endeavor. It examines the intersection of entrepreneurship and governance from the perspective of Islamic rationality and proposes a model for addressing public problems. The study adopts an implicative inquiry strategy, in which Islamic rationality serves as the source body of knowledge, whereas entrepreneurship and the public problem-solving cycle in the domain of governance constitute the destination and field of application. Along this path, the assumptions underpinning conventional conceptions of entrepreneurship are critically examined in light of the framework of Islamic rationality. The concept of problem-solving entrepreneurship is then formulated; its various dimensions are articulated on the basis of Islamic rationality; and its application to the problem-solving cycle within the governance system is subsequently explained.
Problem-solving entrepreneurship is defined as a rational endeavor—undertaken by an individual, a group, or an organization—to create or discover opportunities and enabling conditions for effectively coordinating governance actors in order to address public problems. According to the framework of Islamic rationality, the realization of problem-solving entrepreneurship requires both conducive conditions and alignment with the three existential dimensions of the human being: thought, motivations, and actions. Accordingly, intellectual endowments, an appropriate formative environment, youthfulness, and the capacities for awareness and volition constitute the conditions for the emergence of problem-solving entrepreneurship. At the level of thought, opportunity recognition constitutes the central element, while the realization of monotheistic knowledge (maʿārif al-tawīd) in society represents the ultimate end of problem-solving entrepreneurship. At the level of dispositions and desires, moderation in motivations is the central element, and the realization of noble moral virtues in society constitutes its ultimate end. At the level of action, efficiency, correctness, precision, and timeliness—and, more broadly, justice—constitute the central elements, whereas the expansion of benevolence (isān) and self-sacrifice in society represents the ultimate end of problem-solving entrepreneurship.
This article demonstrates, on the one hand, that problem-solving entrepreneurship constitutes a synthesis of the various forms of entrepreneurship advanced in the literature, reconstructed on the basis of Islamic rationality. It is applicable across different domains of governance—including the private sector, civic institutions, and the state—and at different stages of the problem-solving cycle, from problem diagnosis and formulation to the implementation and evaluation of solutions. Depending on the circumstances, it performs its function in each domain of governance and at every stage of the problem-solving cycle in accordance with the proposed algorithm. On the other hand, problem-solving entrepreneurship can be pursued at the individual, group, and organizational levels. Accordingly, each actor and stakeholder in the governance system can become a problem-solving entrepreneur, provided that the necessary requirements and conditions are secured and that the relevant competencies are possessed or acquired. Put differently, this study explains how a rational agent—whether an individual, a group, or an organization—can engage with public problems from an Islamic perspective even in the absence of formal institutional authority or sufficient resources to resolve them.
Finally, success in problem-solving entrepreneurship is not binary; rather, it is hierarchical and may be realized at different levels. At the highest level, the resolution of a societal problem may be regarded as the ideal end of problem-solving entrepreneurship. However, this outcome is not the sole criterion of success. At a lower level, the formation and orderly functioning of the governance cycle—namely, the placement of actors who influence problem resolution in their proper roles—constitutes a degree of success in problem-solving entrepreneurship. At a still lower level, success may be recognized when only some actors assume their appropriate roles and perform the duties required of them. Even where this does not occur, a minimum degree of success may be attained if all or some actors involved in problem resolution acquire a clear understanding of the requirements and constraints associated with their respective roles and are persuaded of their necessity.
