The erosion of traditional national and local governance foundations by cyberspace expansion has made safeguarding cultural, economic, political, and security borders a primary policy concern. This study employs a hybrid methodological framework—combining meta‑synthesis with Causal Layered Analysis (CLA)—to systematically identify and examine the multi‑layered governance challenges emerging from cyber transformations in Iran. After reviewing 400 articles, 23 final works were selected and subjected to three‑stage coding and qualitative content analysis, yielding 247 open codes, 47 categories, and four selective codes: cybersecurity challenges, socio‑cultural challenges, economic challenges, and legal‑regulatory challenges.
Each challenge was then explored through CLA’s four layers—litany, social, discourse, and myth/metaphor—to uncover deeper causal structures and underlying worldviews. The analysis reveals that surface‑level policy responses often fail because they neglect the deeper discursive and metaphorical layers that sustain these challenges. By addressing these foundational layers, policymakers can develop more resilient, sustainable solutions.
The study concludes by proposing a strategic‑operational roadmap for cyberspace governance, with a particular focus on platform governance. It advocates for a participatory, community‑centered governance model that actively engages societal actors, redefines the roles of state and non‑state stakeholders, and moves beyond superficial remedies. This approach aims to equip cyber‑governance actors with a framework for navigating complex, networked problems and fostering long‑term stability in the digital age.
