Examining the Challenges of Administrative Health with Emphasis on Thematic Analysis of the Supreme Leader’s Statements in the Islamic Republic of Iran

Abstract

Administrative health, as one of the major pillars of good governance and sustainable development, has always been strongly emphasized by the Supreme Leader of the Islamic Republic of Iran. Despite the issuance of macro-policies and numerous directives by the Supreme Leader, significant challenges at various levels of Iran’s administrative system are still observed. The present study, aiming to identify and analyze the challenges of administrative health, adopts a qualitative approach using thematic analysis of the Supreme Leader’s statements between 2001 and 2024. The main texts of key speeches, messages, and policy directives were collected and analyzed. The findings reveal that the most important challenges can be categorized at structural, cultural, and behavioral levels. The gaps between policymaking and implementation, inefficiencies in continuous supervision, and lack of attention to ethical and spiritual values remain the main obstacles to the realization of administrative health. Finally, practical solutions based on the key themes of the Supreme Leader’s statements for promoting administrative health in the Islamic Republic of Iran are provided.
