Abstract
Today, the pace of attention to the issue of competence in the public sector has accelerated, and governments have considered competence as a lever to transform their internal bureaucracy into efficient and flexible units. The teachings of the Islamic religion also pay special attention to the principle of competence, but it is noteworthy that the criteria of competence in every society and culture are influenced by the worldview and values that govern the society, and therefore the most important reference for developing appropriate management indicators at the level of the Islamic Republic system is the teachings of Islam. The present study is a qualitative research with an interpretive philosophy, an interrogative approach, a fundamental orientation, and a library type, which was carried out with a strategy of implication research and its goal is to explain the implications of Islamic rationality in the concept of competence and the meritocracy system. The findings of the study indicate that competence from the perspective of Islamic rationality consists of three components: intellectual competence, moral competence (honesty), and specialized and professional competence. Also, the proposed solution for determining intellectual competence is the use of standard intelligence tests; the solution for determining moral competence with a focus on honesty is the use of a combination of standard psychological tests and lie detector technologies; and finally, the solution for determining specialized competence is the assessment through specialized tests (theoretical and practical) without the intervention of non-specialized evaluation criteria (such as quotas).
