Extended Abstract

Introduction and Objectives: “Organizational performance evaluation” is a well-established topic in management literature and one of the most critical issues faced by organizational officials (Safari et al., 2018; Pouya & Nowruzi, 2017). This is because “performance” is a central concept within organizations and a vital aspect of organizational activities; indeed, it is a primary subject in all organizational analyses, influenced by the organization’s core policies and procedures (Bikzadeh & Alizadeh, 2009). Consequently, organizational performance evaluation—conducted with the aim of measuring, managing, and improving performance, and ultimately achieving organizational excellence—is one of the most powerful managerial tools for obtaining necessary information about the organization’s status. It represents one of the most significant issues in management and organization studies and is a fundamental requirement for organizations and organizational life in the contemporary world, as organizations achieving their strategic goals depends on the proper implementation of a comprehensive organizational performance evaluation system (Rezaian & Ganjali, 2011, p. 323). The importance of this matter also stems from the fact that every organization has an essential need for a specific monitoring and evaluation system within the framework of performance management, in order to ascertain the suitability and quality of its activities. The absence of such a system within an organizational and managerial structure is tantamount to a severance of the organization’s connection with its internal and external environment, the consequence of which would be the demise of the organization.
On the other hand, Islamic teachings, addressing both individual and organizational dimensions, also refer to this subject and emphasize its necessity for the performance of individuals and organizations in numerous instances. The requirements and characteristics of performance evaluation constitute another important topic addressed in Islamic teachings. Considering these during the evaluation process is deemed crucial for achieving a desirable outcome from this perspective. In fact, the absence or disregard of these requirements in an evaluation renders its results invalid from the Islamic viewpoint. Based on this, explaining the necessity of organizational performance evaluation from the perspective of Islamic teachings and identifying the requirements and characteristics it entails from this viewpoint is of great importance. Therefore, the main objective of this research is to clarify these two subjects—formulated as a research topic—from the perspective of Islamic teachings. Accordingly, the primary focus of this study is the “why” of organizational performance evaluation and the “what” of its characteristics from an Islamic perspective.
The main research question is: What are the reasons for the necessity of organizational performance evaluation and its characteristics from the perspective of Islamic teachings? The subsidiary questions are: (a) What are the reasons for the necessity of organizational performance evaluation from the perspective of Islamic teachings? (b) What are the characteristics of performance evaluation from the perspective of Islamic teachings?
Method: This research was conducted using a combined analytical-ijtihadi method. To elaborate, after formulating the main and subsidiary research questions, the theoretical foundations of the subject were examined. Subsequently, given that, according to Islamic scholars, the most accepted and reliable method for inferring divine rulings from religious sources is the “Ijtihad” method—which can be developed to be applicable in humanities and management science—this method was employed. Through the examination of research sources, relevant religious documentation related to the topic was identified. Finally, to categorize and analyze the conceptual data, perform thematic conceptualization, and consequently arrive at a theory, the “Thematic Analysis” method was utilized. The analysis of research concepts and themes was carried out using this method in five steps. In the final stage, by compiling the research report, the network of themes was formed and designed.
This research is interpretive in terms of philosophical foundations (for discovering and inferring the main concepts of the research from Islamic propositions, relying on interpretations of the Holy Qur’an and commentaries and translations of Nahj al-Balāghah), fundamental-applied in terms of orientation (the philosophy and purpose of this research, while adding knowledge to the relevant discipline, is to provide a practical model of evaluation and monitoring characteristics in organizations), and qualitative in terms of method, conducted with an inductive approach using documentary and library methods for data collection and the ijtihadi strategy and thematic analysis (inferential-analytical) for discovering, inferring, and analyzing data.
The Holy Qur’an was selected as the primary source of religious knowledge, and Nahj al-Balāghah as a special source among peripheral religious sources. Among the three sections of Nahj al-Balāghah—sermons (khuṭab), letters (rasā’il), and wisdom sayings (ḥikam)—the letters section, which was more relevant to the discussion of organization, management, and organizational performance evaluation, was selected as the main source alongside the Qur’anic verses. Other sections and other hadith sources were used sporadically and case by case.
The research was conducted in four stages: (1) formulating the research question, (2) determining the statistical population and research sources (conducting the research), (3) conducting the research, and (4) compiling the final report. The research stage had five steps: first, reviewing the research background, theoretical literature, conceptualization, and explanation of keywords using dictionaries and management sources; second, studying relevant sources and becoming familiar with data related to the subject and research questions, and extracting and collecting them; third, descriptive coding; fourth, interpretive coding; and fifth, relational coding.
In this process, the extracted propositions—approximately 201 verses and narrations—were repeatedly reviewed and compared with each other, and the themes obtained at each step were analyzed, refined, and categorized into coherent groups at different levels, with similar themes merged and homogenized. As a result, three categories of themes were obtained: (1) descriptive or basic (codes and key points in the text, 169 themes); (2) interpretive or organizing (categories obtained from the combination and summarization of basic themes, 13 themes); and (3) relational or global (higher-order themes encompassing the governing principles of the text as a whole, 3 themes). Finally, in the last stage, by compiling the research report, the network of themes was formed and displayed in a diagram at the end of the article. Due to the limitations of the article, only some of these findings will be mentioned.
Findings: The research, by identifying three categories of themes—descriptive (169 themes), interpretive (13 themes), and relational (3 themes)—reveals that organizational performance from the perspective of Islamic teachings comprises four dimensions: intention (nīyyat), inputs, activities or processes, and outcomes. Each of these four dimensions must be evaluated within the organizational performance management process.
Furthermore, the findings indicate that the characteristics of organizational performance evaluation in an Islamic evaluation system include: the characteristics of the evaluators, decisiveness (qāṭi’īyyat), accuracy (diqqat), inclusiveness (shumūlīyyat), comprehensiveness (jāmi’īyyat), attention to quality (tavajjuh beh keyfīyyat), process-orientation (farāyandī būdan), and continuity (istimrār). Adherence to these characteristics plays a fundamental role in the validity of the evaluation results from the perspective of the Islamic evaluation system.
Necessity of Organizational Performance Evaluation from the Perspective of Islamic Teachings:
From a rational perspective, the most important factor necessitating evaluation, monitoring, and control in an organization regarding its performance is the probability of errors occurring in organizational activities on the path to achieving goals. To prevent these potential errors and resolve possible issues, the application of control, monitoring, and evaluation of various dimensions of organizational performance is deemed necessary. It has been said that establishing and maintaining a performance evaluation system is so important that it is referred to as the “heart” of performance-based management processes (Franceschini et al., 2007, p. 13).
From a scriptural perspective (naqlī), the research findings indicate that in religious sources and Islamic teachings, there are clear and explicit directives regarding the necessity of monitoring organizational performance and evaluating it for organizational control. Islamic propositions emphasize the necessity of evaluating organizational performance in all its dimensions for the purpose of correction and improvement. The findings in this regard include:

The necessity of selecting and recruiting human resources (inputs) as a dimension of organizational performance through measurement and evaluation. Imam Ali (AS), addressing Malik al-Ashtar, says: “In the affairs of your officials, look and reflect carefully, and appoint them after evaluation and testing, not by personal desire” (Nahj al-Balāghah, Letter 53).
The necessity of evaluating the performance of managers and officials (process) and monitoring them as another dimension of organizational performance through various types of monitoring (external, hidden, public, and self-monitoring). Imam Ali (AS), addressing Malik al-Ashtar, says: “Examine the behavior of your officials and appoint trustworthy and loyal hidden observers for this task” (Nahj al-Balāghah, Letter 53).
The necessity of accurate and correct evaluation of results as the third dimension of organizational performance, with the view that the results of individuals’ work and performance may not be equal from different angles. Imam Ali (AS) says: “In evaluating and rewarding the performance of managers and officials, the good-doer and the evil-doer should not be equal in your eyes, and the results of performances must be evaluated correctly” (Nahj al-Balāghah, Letter 53).
The “intention” (nīyyat) of action and behavior as the fourth dimension of organizational performance from the perspective of Islamic teachings. Regarding the evaluation of this dimension, a distinction must be made between divine evaluation of the intention of actions and evaluation of the intention of individuals’ performance in the organization.

Characteristics of Organizational Performance Evaluation:

Characteristics of Evaluators and Monitors: The organization must have evaluators and monitors who possess trustworthiness (thiqa), loyalty (vafādārī), piety (taqvā), humility (tavāḍu’), and integrity in speech and action, so that desirable evaluation and monitoring can take place. Imam Ali (AS) says: “Send evaluators and spies to monitor the actions of your officials who are people of truthfulness, honesty, and loyalty to the organization and its values” (Nahj al-Balāghah, Letter 53).
Decisiveness (Qāṭi’īyyat): The measurement and evaluation of organizational performance must possess the necessary decisiveness. The Holy Qur’an states: “On the Day of Judgment, with decisiveness, it will be commanded that they be stopped, for they must be questioned and evaluated” (Sūrat al-Ṣāffāt, 37:24).
Accuracy (Diqqat): The measurement and evaluation of organizational performance must be conducted without haste and with the necessary accuracy. Imam Ali (AS), addressing Muhammad ibn Abi Bakr, his governor in Egypt, says: “God will question His servants about their small and great, hidden and open deeds, and you will be evaluated with precision” (Nahj al-Balāghah, Letter 27).
Inclusiveness (Shumūlīyyat): In the Islamic evaluation system, performance evaluation encompasses all individuals in the organization at every level, including employees, middle managers, and senior managers (Sūrat al-A’rāf, 7:6). No one, regardless of position, can be outside the scope of performance evaluation.
Comprehensiveness (Jāmi’īyyat): “Performance evaluation” in the Islamic evaluation system possesses the characteristic of “comprehensiveness,” which other evaluation systems lack. This comprehensiveness includes:

o External monitoring (naẓārat-e bīrūnī): As Imam Ali (AS) instructed Malik ibn Ka’b, governor of ‘Ayn al-Tamr: “Appoint a successor for yourself and go out toward Iraq with some of your people, and evaluate the performance of the managers and officials of your government region by region, using public reports” (Ahmadi Miyanji, 1426 AH, Vol. 1, p. 397).
o Hidden monitoring (naẓārat-e makhfī): Whenever the Prophet (PBUH) sent an army, he would appoint a commander and also send a trusted person to monitor the commander and army secretly and provide reports to him (Hurr al-’Amili, 1409 AH, Vol. 15, p. 60).
o Public monitoring (naẓārat-e ‘omūmī): Concepts such as human responsibility toward one another and enjoining good and forbidding evil (amr bi al-ma’rūf wa nahy ‘an al-munkar) indicate public monitoring in Islamic organizations (Āl ‘Imrān, 3:110; Nahj al-Balāghah, Letter 19).
o Self-monitoring (khod-naẓāratī): Islamic propositions frequently recommend self-accounting and self-correction. The Prophet (PBUH) said: “Evaluate yourselves before you are evaluated” (Majlisi, 1403 AH, Vol. 67, p. 73).
o Divine monitoring (naẓārat-e elāhī): According to Islamic teachings, in addition to the four types of monitoring mentioned, a fifth type—”divine monitoring”—includes six types (God, angels, body parts, the earth, prophets, and believers). Faith in these six types of monitoring is an important factor in strengthening self-monitoring.

Attention to Quality (Tavajjuh beh Keyfīyyat): From the perspective of Islamic teachings, more attention should be paid to “qualities” than “quantities.” Imam Ali (AS) says: “God loves a deed that is certain, firm, and possesses more precision and perfection” (Kulayni, 1429 AH, Vol. 9, p. 642).
Process-Orientation (Farāyandī Būdan): In the Islamic evaluation system, before evaluation, punishment, and reward, there must be notification, warning, completion of the proof (itmām-e ḥujjat), guidance, and direction. Then evaluation, reward, and punishment take place. God states: “We do not evaluate and punish anyone’s deeds until We have sent a prophet and completed the proof” (Sūrat al-Isrā’, 17:15).
Continuity (Istīmrār): The Islamic evaluation system possesses the characteristic of “continuity.” Imam al-Kāẓim (AS) said: “One who does not daily account for his soul and actions is not from us” (Kulayni, 1407 AH, Vol. 2, p. 453). This characteristic gives meaning to modern performance evaluation and distinguishes it from traditional performance evaluation (once a year).

Results and Conclusion: This research has sought to explain and examine the necessity of organizational performance evaluation—one of the most important components of the organizational performance management process, the continuous implementation of which ensures organizational efficiency, effectiveness, and consequently, its survival—from the perspective of Islamic teachings. In this regard, the research concludes that organizational performance evaluation is necessary for both rational (‘aqlī) and scriptural (naqlī) reasons.
Rationally, reason deems it necessary to prevent the potential occurrence of errors in organizational activities. Scripturally, there are clear and explicit directives in religious sources and Islamic teachings regarding the necessity of supervising and evaluating organizational performance. In this aspect—namely, the fundamental necessity of evaluation in organizational performance—there is no difference between the perspectives of conventional management and Islamic management.
Furthermore, the research results indicate that in the Islamic evaluation system, organizational performance evaluation possesses specific characteristics and requirements. The presence and consideration of these during the evaluation process lend credibility to the evaluation results from the perspective of Islamic teachings. These characteristics are: the attributes of the evaluators, decisiveness, accuracy, inclusiveness, comprehensiveness, attention to quality, process-orientation, and continuity. The characteristic of ‘comprehensiveness’ entails five types of evaluation: external, public, discreet, self-evaluation, and divine supervision. A significant difference exists between the Western management perspective and the Islamic management perspective in the results obtained from this part of the research. Many of the characteristics proposed in the Islamic evaluation system have not been addressed in the evaluation systems put forward by conventional management scholars, or are fundamentally not acknowledged by them.
Based on some of the research findings, in the Islamic evaluation system, the result of performance evaluation is either correction (iṣlāḥ) or improvement (behbūd), which was discussed in the text from the perspective of Islamic teachings.
Acknowledgments: The authors would like to express their gratitude to all colleagues and experts who contributed to the improvement of this research.
Conflict of Interest: The authors declare that there is no conflict of interest regarding this research.

Extended Abstract

Introduction and Objectives: Bureaucracy, in its broad sense, is a longstanding form of soft technology through which systems of governance have administered the public affairs of the societies under their authority. By developing the theory of bureaucracy and recasting it as a form of rationality, Max Weber identified and theorized bureaucratic rationality as the most suitable form of rationality—relative to other forms—for governing a modern society. While articulating the principles and conditions required for the effective institutionalization of this technology within public administration, Weber also acknowledged its inherent limitations. The central issue is that, because of its static, superficial, and reductionist view of human beings and their environment, bureaucracy may impose a degree of order on the administration of public affairs and thereby prevent disruptions in governmental operations. Nevertheless, owing to the intrinsic features of its rationality, it lacks both the capacity and the disposition to prudently address societal problems, which are complex, dynamic, and diverse in nature. This deficiency is further intensified by the dysfunctions that bureaucracy develops as a result of its incomplete institutionalization in developing societies.
In an independent study, the authors first examined the challenges associated with the bureaucratic system and bureaucratic rationality through the framework of Islamic rationality. In the concluding section of that study, they proposed two strategies—one medium-term and the other long-term—for overcoming these challenges and moving toward a system founded on Islamic rationality. They subsequently elaborated on the long-term strategy, namely, the fundamental transformation of the governance system on the basis of meritocracy, in a separate article. The present article, however, explicates the medium-term strategy, which has been proposed with due regard to the existing conditions of public administration and the current bureaucratic system in Iran.
To date, scholars concerned with the inefficiency of bureaucracy in addressing societal problems have drawn on concepts and models from the entrepreneurship literature, including social entrepreneurship, political entrepreneurship, policy entrepreneurship, and related approaches. These concepts have, to some extent, contributed to more efficient and effective responses to societal problems. Nevertheless, they suffer from two limitations. First, they have been applied only within particular sectors of society: entrepreneurship primarily in the private sector, social entrepreneurship in the civic sector, and political and policy entrepreneurship in the governmental sector. Second, like bureaucracy itself, these concepts are rooted in value systems that do not fully correspond to Iran’s indigenous Islamic culture. The novelty of this article lies in extending the framework of Islamic rationality and deriving its implications for addressing public problems within the governance system of the Islamic Republic of Iran through the concept of problem-solving entrepreneurship.
This study is a theory-building endeavor. It examines the intersection of entrepreneurship and governance from the perspective of Islamic rationality and proposes a model for addressing public problems. The study adopts an implicative inquiry strategy, in which Islamic rationality serves as the source body of knowledge, whereas entrepreneurship and the public problem-solving cycle in the domain of governance constitute the destination and field of application. Along this path, the assumptions underpinning conventional conceptions of entrepreneurship are critically examined in light of the framework of Islamic rationality. The concept of problem-solving entrepreneurship is then formulated; its various dimensions are articulated on the basis of Islamic rationality; and its application to the problem-solving cycle within the governance system is subsequently explained.
Problem-solving entrepreneurship is defined as a rational endeavor—undertaken by an individual, a group, or an organization—to create or discover opportunities and enabling conditions for effectively coordinating governance actors in order to address public problems. According to the framework of Islamic rationality, the realization of problem-solving entrepreneurship requires both conducive conditions and alignment with the three existential dimensions of the human being: thought, motivations, and actions. Accordingly, intellectual endowments, an appropriate formative environment, youthfulness, and the capacities for awareness and volition constitute the conditions for the emergence of problem-solving entrepreneurship. At the level of thought, opportunity recognition constitutes the central element, while the realization of monotheistic knowledge (maʿārif al-tawḥīd) in society represents the ultimate end of problem-solving entrepreneurship. At the level of dispositions and desires, moderation in motivations is the central element, and the realization of noble moral virtues in society constitutes its ultimate end. At the level of action, efficiency, correctness, precision, and timeliness—and, more broadly, justice—constitute the central elements, whereas the expansion of benevolence (iḥsān) and self-sacrifice in society represents the ultimate end of problem-solving entrepreneurship.
This article demonstrates, on the one hand, that problem-solving entrepreneurship constitutes a synthesis of the various forms of entrepreneurship advanced in the literature, reconstructed on the basis of Islamic rationality. It is applicable across different domains of governance—including the private sector, civic institutions, and the state—and at different stages of the problem-solving cycle, from problem diagnosis and formulation to the implementation and evaluation of solutions. Depending on the circumstances, it performs its function in each domain of governance and at every stage of the problem-solving cycle in accordance with the proposed algorithm. On the other hand, problem-solving entrepreneurship can be pursued at the individual, group, and organizational levels. Accordingly, each actor and stakeholder in the governance system can become a problem-solving entrepreneur, provided that the necessary requirements and conditions are secured and that the relevant competencies are possessed or acquired. Put differently, this study explains how a rational agent—whether an individual, a group, or an organization—can engage with public problems from an Islamic perspective even in the absence of formal institutional authority or sufficient resources to resolve them.
Finally, success in problem-solving entrepreneurship is not binary; rather, it is hierarchical and may be realized at different levels. At the highest level, the resolution of a societal problem may be regarded as the ideal end of problem-solving entrepreneurship. However, this outcome is not the sole criterion of success. At a lower level, the formation and orderly functioning of the governance cycle—namely, the placement of actors who influence problem resolution in their proper roles—constitutes a degree of success in problem-solving entrepreneurship. At a still lower level, success may be recognized when only some actors assume their appropriate roles and perform the duties required of them. Even where this does not occur, a minimum degree of success may be attained if all or some actors involved in problem resolution acquire a clear understanding of the requirements and constraints associated with their respective roles and are persuaded of their necessity.

Extended Abstract

Introduction and Objectives: In modern management, the term “learning organization” refers to organizations that continuously enhance their capacity to create, acquire, and transfer knowledge, while also recognizing the similarities and differences between their own management environments and systems and those found elsewhere in the world (Haghighi & Momeni Mayani, 2005, p. 5). Consequently, the comparative study of organizations—which focuses on the similarities and differences within organizational systems—is of undeniable importance.
Throughout human history, organizations have emerged in various forms to achieve diverse objectives. In this context, the story of Prophet Noah’s (PBUH) shipbuilding—as recounted in the Holy Quran—is not merely a religious narrative; it stands as a unique archetype of an industrial undertaking (Tabataba’i, 1985; Makarem Shirazi, 1991; Ghara’ati, 1996) established to confront a colossal environmental challenge. The remarkable and magnificent discovery of Noah’s Ark in the land of Judi bears witness to an advanced culture and civilization brought into existence by Prophet Noah through divine revelation; it speaks to the ingenuity of humankind in ages past. “Research indicates that humanity was highly advanced and civilized, both during that era and prior to it” (Biazar Shirazi, 2010, p. 10).
Given this context, the concept of the “learning organization” is primarily discussed within the realm of manufacturing and industrial organizations. Therefore, examining this concept within the framework of the construction of Noah’s Ark—which is considered a monumental historical industrial undertaking—is both appropriate and applicable. Accordingly, the primary objective of this article is to examine and analyze the principles of the “learning organization” within the context of Prophet Noah’s shipbuilding project. By conducting a comparative study of this endeavor, the aim is to supplement the existing framework of the learning organization—addressing aspects that appear to be missing—and to derive a model applicable to contemporary organizations.
Method: The present study is applied in purpose, exploratory in nature, qualitative in approach, and descriptive-analytical in methodology. Data collection relied on library and documentary research, utilizing the technique of systematic note-taking. However, the data analysis employed the ijtihadi (reasoning-based) method common in religious texts, focusing on a Quranic discourse analysis; this analytical approach is evident in Zamakhshari’s rhetorical method regarding description (Zamakhshari, 1407 AH) and in the exegetical methods of Ibn Kathir and Tabataba’i at the level of interpretation (Ibn Kathir, 1415 AH; Tabataba’i, 1985).
Here, a Quranic discourse analysis is conducted with an emphasis on the “central theme”; furthermore, a comparative study is undertaken between two phenomena: learning organizations and Noah’s Ark.
A comparative study of the “learning organization” and Noah’s Ark is conducted using George Bereday’s method, applying Watkins and Marsick’s indicators to the data.
Discussion and Conclusion: An examination and analysis of the research findings reveal that, despite differences in terms of time, nature, social and cultural contexts, as well as underlying principles and components, the practical principles (five principles) governing Noah’s shipbuilding project are remarkably similar to—and applicable within—the framework of a learning organization.
The results indicate that, in today’s competitive era, an organization is truly responsive if it functions as an “education-based learning organization.” Such an organization incorporates components and elements—such as personal mastery, mental models, shared vision, team learning, systems thinking, training, supervision, adherence to standards (rather than personal connections), and systems of reward and recognition. In this type of organization, leadership assumes the roles of steward, designer, coach, and servant. The figure below illustrates the model of an education-oriented learning organization. As a result, it can be said that the innovation of the present research is a model entitled “Education-Based Learning Organization” that has the organizational principles, components, and leadership roles as shown in Figure (3).

Extended Abstract

Introduction and Objectives: In the literature of Consumer-to-Consumer (C2C) electronic commerce, despite the rapid proliferation of digital platforms and the surge in peer-to-peer interactions, existing studies have predominantly focused on isolated variables such as trust, perceived risk, or customer satisfaction. Consequently, there remains a paucity of research dedicated to developing a comprehensive model of ethical behavior among sellers. Furthermore, the majority of prior scholarly work has either been situated within the context of traditional e-commerce or has primarily examined Business-to-Consumer (B2C) interactions. Such frameworks often fail to account for the unique characteristics of C2C markets, including user anonymity, the informal nature of transactions, and the prominent role of amateur participants, all of which necessitate a distinct, context-specific analysis. Moreover, a significant gap exists in understanding the ethical mechanisms governing seller behavior within the secondary (second-hand) goods market, with few studies systematically identifying the dimensions, antecedents, and consequences of such behavior within a theoretical framework. Therefore, the lack of a holistic framework to explain seller ethical behavior in C2C environments, particularly regarding second-hand goods, constitutes a critical research gap.
Against this backdrop, the primary objective of this study is to develop a comprehensive model of ethical behavior for sellers of second-hand goods within the C2C e-commerce context. Accordingly, the central research question is formulated as follows: How can a conceptual model of ethical behavior for second-hand goods sellers be explained within a C2C e-commerce framework, and what dimensions, conditions, and mechanisms influence this behavior? Given the exploratory nature of the topic and the absence of a cohesive theoretical framework, this study adopts a qualitative approach within an interpretive paradigm, utilizing Grounded Theory as the primary methodological framework.
Method: This research is applied in its objective and qualitative in nature, utilizing the systematic Grounded Theory approach developed by Strauss and Corbin (1998). This methodological framework was selected due to the exploratory nature of the topic and the necessity for an in-depth explanation of the ethical processes and mechanisms within C2C e-commerce environments. The study population comprised two distinct groups: (1) active second-hand goods sellers on C2C platforms, who act as direct participants in the phenomenon, and (2) academic and industry experts specializing in e-commerce. Participants were selected through purposive and theoretical sampling, and data collection continued until theoretical saturation was achieved. Ultimately, 16 semi-structured, in-depth interviews were conducted to allow for the exploration of emerging themes, with a specific focus on user experiences on the Divar platform. Data analysis was conducted systematically and concurrently with the collection process, following the three stages of open, axial, and selective coding using MAXQDA 2020 software. The analysis involved iterative review of transcripts, extraction of initial concepts, and aggregation into meaningful categories, allowing the conceptual model of seller ethical behavior to emerge incrementally from the data. The hallmark of this methodology lies in the flexibility of the inquiry and its focus on participants’ lived experiences, which is essential for capturing the complexities of ethical behavior in anonymous, informal digital marketplaces.
Results: This study involved 16 experts (12 male, 4 female) specializing in second-hand trading and C2C e-commerce management. The participants, predominantly aged 30-60 with advanced academic degrees, provided a robust empirical foundation based on their extensive experience in macro-level decision-making. Analytical reliability was confirmed through inter-coder agreement and test-retest methods. The qualitative findings resulted in a six-component paradigmatic model:

Contextual Conditions: Societal culture, business environment, and legal frameworks, including platform dynamics and regulatory perceptions.
Causal Conditions: Individual moral capital, altruism, and social responsibility as internal and external drivers of behavior.
Central Phenomenon: “Ethical sales behavior,” characterized by honesty, mutual respect, privacy protection, and adherence to social norms.
Strategies: Practical approaches, including empathy, risk reduction, transparency, accountability, and customer support.
Intervening Conditions: Moderating factors such as customer unawareness of legal rights, seller immorality, and user experience or learning.
Consequences: Outcomes including enhanced customer trust and loyalty, positive word-of-mouth, and strategic platform benefits.

This model comprehensively explains the complexities of ethical interactions within peer-to-peer digital marketplaces. It demonstrates how a seller’s ethical conduct, shaped by structural and individual conditions, leads to sustainable outcomes within the e-commerce ecosystem.
Discussion and Conclusions: Regarding the causal conditions, and in line with the identified themes, it is recommended that sellers of second-hand goods in C2C platforms strengthen their moral capital and altruism. To this end, they should provide truthful product information, honor their commitments, and engage with customers in an empathetic manner. Practicing empathy and paying attention to customer needs can enhance customer trust and satisfaction while reducing potential problems.
With respect to the contextual conditions, sellers are advised to align their conduct with social norms as well as platform and community rules. Awareness of customer rights and legal responsibilities makes seller behavior more transparent and trustworthy. Moreover, sellers should strive to maintain ethical and empathetic behavior in both workplace and market settings in order to reduce customers’ perceived risk and create a safer shopping experience.
In relation to the central phenomenon, ethical behavior should be institutionalized across all stages of the sales process. Honesty in pricing, respect for customers, protection of privacy, and mutual respect increase customer trust and loyalty. Sellers who uphold fairness and equity are more likely to benefit from repeat purchases and positive word-of-mouth.
As for strategies, empathy, honesty, responsiveness, and active customer support should be adopted as the main strategic orientations. For instance, sellers should respond promptly to customer messages and requests, resolve problems efficiently, and provide comprehensive guidance regarding the product. Transparency in transactions is also essential for reducing perceived risk.
Regarding intervening conditions, sellers are encouraged to rely on platform regulations and the country’s legal framework to protect customers. Compliance with legal requirements and supportive regulations enhances the credibility and empathetic nature of seller behavior and helps prevent misunderstandings and complaints.
Finally, in terms of outcomes, sellers should focus on building trust, loyalty, positive word-of-mouth, and strategic leverage. Consistent ethical conduct, proactive support, and honesty in customer interactions create positive customer experiences, foster confident purchasing, and encourage recommendations to others. In the long run, these outcomes contribute to profitability and competitive advantage.
Based on the findings, the following suggestions are proposed for C2C e-commerce platforms: strengthening user credibility systems through rating systems, trust badges, and transparent transaction histories; increasing informational transparency in advertisements by requiring standard information about product condition, authenticity, and usage terms; establishing rapid reporting and response mechanisms for ethical violations such as fraud, false information, and unfair behavior; and designing intelligent tools to warn users about transaction risks to reduce information asymmetry between buyers and sellers. Additionally, it is recommended to formulate specific regulations for C2C markets with a focus on the legal responsibility of non-professional users (amateur sellers) and to revise the penalty and enforcement system to include non-professional users.
Suggestions for Future Research: Developing the model by adding technological variables such as artificial intelligence, trust-building algorithms, and blockchain; conducting quantitative studies to test the relationships between the categories extracted in this research.
Limitations: This study was conducted qualitatively based on grounded theory, and therefore has limited statistical generalizability. The research population consisted of experts and active sellers on selected platforms, which may not cover the full diversity of C2C users. The research focused on one product group (second-hand goods and home appliances), which may limit generalizability to other product categories. The data were based on participants’ perceptions and experiences, which may be accompanied by perceptual biases.
Acknowledgements: The authors would like to express sincere gratitude to the esteemed faculty members of the Science and Research Branch of Tehran University for their invaluable support and for facilitating access to academic experts.
</OtherAbstract>

Extended Abstract

Introduction and Objectives: Enjoining Good and Forbidding Wrong is an important Islamic religious principle with individual, moral, social, and cultural dimensions. Beyond its religious significance, it can function as a mechanism of social responsibility, behavioral regulation, prevention of social deviance, and strengthening of social relationships. Despite this broad significance, promoting and socially accepting this principle in contemporary society has become increasingly challenging. One important explanation is that people may hold incomplete, simplified, or even negative mental representations of the concept. Consequently, before developing cultural, communication, or promotional programs, it is necessary to understand how target audiences perceive the concept and which words, values, experiences, and emotions are activated in their minds when they encounter it. Identifying these mental associations can provide an essential starting point for diagnosing existing perceptions and designing more effective interventions.
From this perspective, nonprofit marketing provides a potentially useful framework for promoting social, cultural, and religious values. Marketing is not necessarily restricted to commercial exchange; its tools can also be applied to understanding target audiences, developing appropriate communication strategies, and facilitating voluntary behavioral change. In particular, marketing and brand-management research has developed several approaches for identifying associations and mental images. Conceptual mapping is one such approach and can be adapted to noncommercial concepts in order to visualize the structure of associations existing in the minds of target audiences. The present study therefore applies an approach derived from marketing and brand-association research to the field of religious values. Its main objective was to identify and analyze the mental associations and perceived image of Enjoining Good and Forbidding Wrong among religious and veiled women. More specifically, the study sought to answer the following question: What concepts and words, whether positive or negative, spontaneously come to mind when women hear the expression “Enjoining Good and Forbidding Wrong”?
Method: The study was applied in terms of its objective and exploratory in terms of its research nature. Since the study did not formulate predetermined hypotheses, its analytical orientation was primarily directed toward discovering the structure of respondents’ spontaneous associations. The statistical population consisted of veiled women in Tehran and Karaj, from whom 439 respondents were selected through convenience sampling. Data were collected using a researcher-developed questionnaire. The questionnaire included demographic questions and an open-ended question designed to elicit spontaneous associations with the concept of Enjoining Good and Forbidding Wrong. Respondents were asked to mention the concepts or words that came to mind when they heard the expression. An additional question was used to assess respondents’ level of knowledge regarding the religious conditions and requirements associated with the practice.
Data analysis combined qualitative preprocessing and quantitative computational analysis. Python, Excel, SPSS, and online word-cloud tools were used. First, irrelevant responses were removed, spelling and wording errors were corrected, and long statements were converted, with minimal intervention, into words or concise expressions representing the respondents’ associations. Similar and synonymous expressions were then standardized and integrated. The final analysis considered the frequency of each association, its order of appearance, and the frequency with which pairs of associations co-occurred. The conceptual association map was constructed according to three principles: the size of each node represented the frequency of the association; its position reflected the average rank at which the association appeared, with earlier associations positioned closer to the center; and the thickness of the connecting lines represented the frequency of co-occurrence between pairs of associations. Word clouds were also used to compare different respondent subgroups.
Results: The 439 respondents generated 1,117 raw associations. After data cleaning, standardization, and integration, 1,082 usable associations remained, representing 275 distinct words or concepts. The 53 most frequent concepts accounted for approximately 75% of the total frequency of associations, indicating a substantial concentration of respondents’ mental representations around a relatively limited set of concepts. The most prominent association was “hijab,” which occurred 202 times and represented 15.9% of the reported associations. It occupied the most central and visually prominent position in the conceptual map. The next most frequent associations were “religious obligation” (7.1%), “Imam Hussein” (4.6%), “meddling” (3.5%), “social reform” (2.7%), and “security” (2.5%). “Prayer” and “duty” each accounted for 2.4%.
Content analysis indicated that the associations could be organized into eight broad categories: behavioral manifestations of enjoining good and forbidding wrong; desirable values and goals; religious and theological concepts; modes and styles of action; perceived negative consequences and harms; negative attitudes and cognitive barriers; social responsibilities and roles; and ethical norms and social capital. Behavioral associations included hijab, clothing, modesty, prayer, fasting, lying, and backbiting. Desirable outcomes included social reform, social health, security, peace, and a better life. Religious associations included religious obligation, duty, God, the Qur’an, Islam, Imam Hussein, and Imam Mahdi. At the same time, negative cognitive associations included meddling, interference, coercion, imposing beliefs, bullying, and violence.
The findings also revealed a meaningful coexistence of positive and negative representations. Approximately 27% of the distinct associations were negative, whereas about 73% were positive or neutral. When the frequency of all associations was considered, approximately 20% had negative connotations and 80% were positive or neutral. Negative associations included meddling, conflict, bullying, imposed beliefs, tension, fear, violence, insult, insecurity, and counterproductive reactions. Positive or constructive associations included social reform, security, peace, compassion, friendship, respect, justice, kindness, and social responsibility.
Comparative analysis further demonstrated that respondents’ level of knowledge regarding the religious conditions of Enjoining Good and Forbidding Wrong was associated with the nature of their mental associations. As respondents’ knowledge increased, positive and religious associations such as “Imam Hussein” and “divine obligation” became more prominent, whereas negative associations such as “meddling,” “bullying,” and “Guidance Patrol” became less prominent. Age differences were also observed. Younger respondents were more likely to associate the concept with negative terms and with the “Guidance Patrol,” whereas older respondents more frequently mentioned concepts such as “duty” and “compassion.”
Discussion and Conclusion: The central finding of the study is that the mental image of Enjoining Good and Forbidding Wrong among religious and veiled women is characterized by a substantial degree of reductionism. Although the religious and social scope of the principle encompasses a broad range of individual, ethical, social, economic, and political issues, respondents’ spontaneous mental representation was strongly concentrated on “hijab” and, to a lesser extent, religious rituals such as prayer and fasting. Thus, hijab was not merely the most frequent association; it constituted the central element of the overall associative network. This finding suggests that a strong cognitive connection has developed between Enjoining Good and Forbidding Wrong and the issue of hijab.
This reduction has two important implications. First, other forms of good and wrongdoing that are socially significant—such as combating corruption, injustice, embezzlement, hoarding, violation of rights, and social responsibility—may receive considerably less attention in the public understanding of the concept. Second, because hijab has itself become associated with social tensions and negative experiences for some members of society, negative associations attached to this particular manifestation may be transferred to the broader concept of enjoining good and forbidding wrong. Consequently, the simultaneous presence of positive concepts such as “religious obligation,” “Imam Hussein,” “prayer,” and “social reform” alongside negative concepts such as “meddling,” “bullying,” “conflict,” and “Guidance Patrol” reflects a complex and partly ambivalent mental image.
From the perspective of religious-value marketing, the findings suggest that an effective promotional strategy should not begin simply with increasing the volume of communication or issuing more persuasive messages. Rather, it should begin with a systematic understanding of the existing mental image of the target audience. Negative associations, reductionist interpretations, and cognitive barriers should first be identified and addressed. Communication strategies can then emphasize broader dimensions of the principle, including social responsibility, compassion, respect, ethical conduct, mutual care, and social reform. In this sense, nonprofit marketing can contribute not merely through advertising but through audience understanding, segmentation, message design, relationship management, and gradual reconstruction of the perceived value of the religious principle.
Overall, the study demonstrates that the effective promotion of Enjoining Good and Forbidding Wrong requires a shift from a predominantly directive approach toward an audience-centered approach based on understanding perceptions, reconstructing mental images, and developing persuasive communication. The finding that greater knowledge is associated with stronger positive religious associations and weaker negative associations provides an important practical implication: improving accurate understanding of the philosophy, scope, conditions, and social dimensions of the principle may constitute an important mechanism for improving its public image. Accordingly, identifying and gradually correcting existing mental representations should be regarded as a fundamental first step in developing marketing-based cultural and religious promotion programs.
 <OtherAbstract Language="FA">

Extended Abstract

Introduction and Objectives: Moral hazard (kaj-maneshī) in public organizations is opportunistic behavior where an informed individual covertly exploits others. Due to complex structures, weak supervision, and lack of transparency, this issue is more common in the public sector, leading to reduced efficiency, increased costs, and weakened public trust. Islamic teachings condemn corruption and emphasize managers’ responsibility to maintain justice and integrity. Lack of effective controls, positive incentives, and proper reward systems contribute to moral hazard. Considering the importance of organizational health, designing a comprehensive model to counteract moral hazard—tailored to public organizations—is essential to improve performance and public trust.
Research Methodology: Moral hazard in government organizations is one of the most important obstacles to improving efficiency and effective human resource management. This phenomenon, which is rooted in opportunistic behavior, occurs when an individual or group prioritizes their personal interests over collective interests by taking advantage of unequal information and taking covert actions, and as a result, it reduces efficiency, increases management costs, and weakens public trust. The complexity of administrative structures, weak supervision, lack of transparency, and ineffective reward and punishment systems are the main factors behind the spread of moral hazard in government institutions. From a theoretical perspective, moral hazard is a key concept in the field of organizational economics and public management, and its consequences include reduced productivity, weakened employee commitment, and damage to organizational health. Recent research emphasizes the need to design comprehensive and indigenous models to deal with this phenomenon in the government sector; models that can provide a basis for reducing opportunistic behavior by utilizing multidimensional approaches including strengthening institutional controls, increasing transparency, and promoting organizational culture. Given the specific characteristics of government organizations, such as extensive bureaucracy, non-profit objectives, and the requirement for public accountability, common models in the private sector are not effective in this area. In this regard, designing a comprehensive model to identify factors affecting moral hazard and providing practical solutions to counteract it is a vital necessity to improve performance, increase transparency, and maintain public trust in government organizations.
The interview protocol is presented in Table 3.

Results A qualitative study using expert interviews and content analysis with ATLAS.ti identified key factors influencing organizational moral hazard. Open, axial, and selective coding revealed critical components such as weak supervision, lack of accountability, unhealthy culture, and poor reward systems. The quantitative phase analyzed variables through the Structural Self-Interaction Matrix (SSIM) and Interpretive Structural Modeling (ISM), classifying them into four hierarchical levels. MICMAC analysis further categorized variables into four groups based on influence and dependence: independent, dependent, linkage, and autonomous. Finally, a structured comprehensive model of organizational moral hazard was developed.

Figure 1. Final Research Model
Discussion and Conclusion: This study used Interpretive Structural Modeling (ISM) to design a model of organizational moral hazard in government organizations. Organizational moral hazard was identified as a multidimensional phenomenon, including contexts (weak supervision, unhealthy culture), enhancers (poor communication, culture of secrecy), practical dimensions, and negative outcomes (reduced service quality, corruption). Structural, cultural, and psychological factors contribute to its formation. The research emphasized the role of compensation and the unique characteristics of government organizations, aligning with previous studies while differing in some aspects. The structural and interpretive approach of this study is innovative.
Practical Implications for Empowering Human Resources:
Organizations should establish continuous and independent internal monitoring systems using modern technologies to detect violations. Confidential reporting systems and professional ethics training help strengthen organizational culture. Long-term policies to institutionalize honesty and accountability are essential. Additionally, improving employee well-being and fostering transparent communication between managers and staff increase engagement and effective participation.
Suggestions for Future Research:
It is recommended that future research expand the geographical scope and include various types of governmental and semi-governmental organizations across different countries to enhance the generalizability of the findings. Utilizing mixed quantitative and qualitative methods, such as advanced statistical analysis combined with in-depth interviews, can provide a more comprehensive understanding of the factors influencing organizational moral hazard and the mechanisms to address it.
